Mr Gauthier is the Director of Avon Environmental LLC with over 30 years of experience managing and investigating complex environmental and white collar crimes. As a Special Agent and law enforcement manager at the U.S. Environmental Protection Agency (EPA), Mr Gauthier oversaw and coordinated all of EPA’s fraud investigations related to the production and trade of renewable fuels in the U.S. He is an expert in hazardous waste (RCRA) and the Clean Air Act and has provided due diligence, compliance reviews and customized training for Global 500 clients and major law firms.
Mr Gauthier was instrumental in stemming the illegal sale and distribution of Ozone Depleting Substances (ODS) from China and Russia and worked jointly with The Netherlands in the investigation of hazardous waste dumping by the tanker Probo Koala in Cote d’Ivoire in 2006. In 2004, he was appointed as senior investigator to the UN’s Independent Inquiry Committee charged with investigating corruption within the United Nations and the UN’s Iraq “Oil-for-Food” Programme. He investigated corrupt practices within the UN Security Council and was the lead investigator into corrupt oil trading and illegal kickbacks paid by the Russian Federation, France and South Africa to Iraq while sanctions were imposed. He also developed and conducted environmental investigation training courses for the country of Jordan and has conducted training for several Middle East and Balkan countries through INECE and USAID.
Mr Gauthier has a background in chemical engineering and is a national expert in hazardous waste management. He has taught many subjects relating to law enforcement techniques and environmental investigations for both private and public sectors. He has taught at the U.S. Department of Homeland Security’s Federal Law Enforcement Training Center (FLETC), International Law Enforcement Academy (ILEA) - Budapest and U.S. Department of Justice’s National Advocacy Center, and lectured at Yale University School of Law. He held a Top Secret clearance for decades and performed forensic response and sampling activities during the terrorist anthrax mailings at the U.S. Capitol in 2001.
